The Evolution of Eligibility Rules
To resolve lingering confusion, France Football highlighted that the geographic restrictions once tied to the prize have long been dismantled:
- 1956 – 1994: Strictly reserved for European players playing in European leagues.
- 1995 – 2006: Opened up to players of any nationality, but they were still required to represent a European-based club.
- 2007 – Present: All geographic limitations were completely abandoned. The Ballon d’Or is officially a global honor, evaluated solely on performance, regardless of which league or continent a player competes in.

Lionel Messi has already proven the reality of this rule structure. In 2023, he became the first active player from a non-European club to win the Men’s Ballon d’Or, claiming his eighth trophy shortly after joining Inter Miami.
