Following the independent commission’s landmark verdict finding Manchester City guilty of the vast majority of the Premier League’s financial rule breaches, the footballing world is left waiting to see what penalties will follow.
Premier League Core Findings?
The independent commission’s comprehensive report concluded that over a nine-season span (from 2009/10 to 2017/18):
- Sham Contracts & Inflated Revenue: The club utilized arrangements with commercial partners that misrepresented true agreements, artificially inflating revenues and understating costs by more than £900 million.
- Falsified Accounts: City filed misstated accounts and concealed the true state of their finances from auditors and regulators, bypassing both Premier League and UEFA spending limits by substantial margins.
- Lack of Cooperation: The commission also upheld three out of four charges relating to the club’s failure to cooperate, noting that City made “concerted efforts to stop and frustrate” the four-year investigation.

Next Steps and Potential Sanctions
While the guilt has been established, no sporting sanctions or punishments have been handed down yet. A separate disciplinary hearing will be scheduled to determine the appropriate penalties, which under Premier League rules can range from heavy fines and points deductions to expulsion from the league.
